How reliable is it when someone has the " OFFICIAL" seal on Yahoo answers?How does the process work?

I just saw someone who claimed to be a popular actor who asked one question 2 years ago answered nothing and had the official seal under their name then was not active on yahoo answers any more after that one question? how does Y/A officiate people on here I would be interested to know how that works if anyone knows thanks.
