What can i get child protective services to do?

Im 16 my sister has 2 charges of ult on her and child endangerment but yet they still let het go..iv been takeing care of her bbay day and night..the baby has burns on his stomach her drinking it out of control..im 16 and not being a slave to her shes going to kill the baby and im not going to sit here and watch her kill the baby her boyfriends and my parents belive he stupid lies that shes going to get help...i want the baby taken away from her..im only 16 how do i go about getting that happen
