Why are Anabolic steroids illegal?

Only an average of 3 people die a year from steroid abuse,3 PEOPLE, more people die a day from alcohol and tobacco than that(both being legal), no bodybuilders who have done steroids moderately have experienced any adverse health affects from them so why are they illegal? Birth control is legal for women to take and that is a steroid, but instead of being synthetic testosterone it is synthetic estrogen and progesterone and has much worse side affects than AAS. I want this prohibition to end on steroids because they are a legitiment supplement to take as long as your not taking it to gain an edge in sports. They can help improve overalll health, as long as they are taken in moderation and not by women and children
